Pet Licensing 

Yankton city ordinance requires that all dogs and cats are licensed annually. The licensing period runs one year from the purchase of the tag. A rabies vaccination record is required.

Licenses are available at the Yankton Police Department and the following local veterinary clinics: Animal Health Clinic, Veterinary Medical Clinic, and Lewis and Clark Veterinary Clinic. Please note that participating veterinary clinics may charge an extra administrative fee.

Golf Cart Permits

The City of Yankton requires that persons operating a golf cart on city streets and highways shall possess an annual permit at all times. 

You may purchase golf cart permits for $25 at the Yankton Police Department.

According to SDCL 32-14-13, a golf cart is a four-wheeled vehicle originally and specifically designed and intended to transport one (1) or more individuals and golf clubs for the purpose of playing the game of golf on a golf course. See SDCL 32-14-13. A "golf cart" is not an "off-road vehicle" as defined at SDCL 32-20-1(4).

Unlawful operation

1. No person shall operate a golf cart on a street or a highway.

2. However, an operator may operate a golf cart on a street or to cross a state highway in the city limits if he or she complies with subsections 14-214(c)(3) and (d) and if he or she is conveying persons to or from a recognized golf course.

3. If an operator crosses a street or highway, then he or she must stop, yield the right-of-way to all approaching traffic, and then cross at a right angle as closely as possible to an intersection or approach. See SDCL 32-14-15.

Requirements for operation and equipment

1. Driver's license and insurance. No person shall operate a golf cart on a street or across a state highway unless he or she possesses a valid motor vehicle driver's license and has proof that the golf cart is covered by a policy of liability insurance. See SDCL 32-14-14.

2. Brakes and lights. All golf carts operating on a street or across a state highway must:

a. Be equipped with brakes adequate to control the movement of and to stop and hold the golf cart under any conditions of operation; and

b. Display a slow-moving vehicle emblem in accordance with SDCL 32-15-20 and from dusk to dawn the operator must utilize headlights and tail lights.

3. Seating. Every operator of a golf cart shall ride only upon the permanent and regular seat attached thereto, and the operator may only carry passengers upon the permanent and regular seat.

4. Permit. No person shall operate a golf cart without first applying for, obtaining, and then possessing at all times when driving a golf cart an annual permit from the City of Yankton.
