Utilities
To sign up for City Utilities, please come to the City Finance Office at 416 Walnut Street, between 8:00 a.m. and 5:00 p.m., Monday through Friday (excluding holidays). There is a $30.00 service charge due at the time of connection of service. A form of identification, such as your driver's license, is required. If you are unable to physically come in person, please complete the Connect Request for Utility Services.
To set up same day water service, please arrive before 3:00 p.m. otherwise water will be turned on the following morning.
To disconnect services, call our office at (605) 668-5241 or complete the Disconnect Request for Utility Services.

Water Rates
Water meters are read between the 3rd and 5th of each month. Water is billed monthly on the utility bill as “Water Surcharge” and “Water Usage.”
- Residential - $27.51 monthly surcharge plus $6.68 per thousand gallons of water used.
- Commercial - Monthly surcharge depending on the meter size, plus $6.68 per thousand gallons of water used.

- Rates for Customers outside City limits - All water sold by the City of Yankton for either residential or commercial use to any meter location outside the City limits of Yankton shall be at a rate twice that charged for City water users unless otherwise established by the City Commission. Permission to connect to City water must be obtained prior to connection. The City of Yankton meets and exceeds all lead and copper regulations.
Wastewater (Sewer) Rates
Wastewater is billed monthly on the utility bill as "Sewer Surcharge" and "Sewer Usage."
- Class I Residential - $36.46 monthly fixed charge plus $7.21 per thousand gallons based on a monthly average derived from water consumption during the winter period of December, January, and February (as billed in January, February, and March); or to a maximum of 5,000 gallons when there is no winter base period. The residential wastewater charge is based on consumption during the winter months to assure lawn watering is not included.
- Class II Commercial and Industrial - $36.46 monthly fixed charge plus $7.21 per thousand gallons as billed for water consumption.
- Class III Industrial - $36.46 monthly fixed charge, plus $7.21 per thousand gallons as billed for water consumption, plus $1.08/lb. BOD5 surcharge (over 220 mg/1 strength) and $0.382/lb. TSS surcharge (over 250 mg/L strength). Said surcharge rates shall be determined based on test monitoring results for the month billed.
Commercial and Industrial customers may have sprinkler systems separately metered to avoid wastewater charges on that usage.

Solid Waste (Garbage) Rates
The Solid Waste monthly charge is listed on the utility bill as "Solid Waste" and "Solid Waste Tax."
- Class I Residential - $27.58 per month plus tax.
- Class II Commercial/Industrial - $27.58 per month per unit plus tax.
- Recycling - Recyclable materials are picked up every other week on the same day as your garbage as part of the residential garbage collection. There is no separate fee for recycling. Billing
Meters are read the 3rd of each month. Bills are mailed before the 19th and are due on or before the 10th of the following month. On the 11th, unpaid bills are assessed a late fee of $10.00 and notices are sent to the account holder.
If the first notice is ignored, an additional $10.00 late fee is imposed three working days prior to the scheduled date of shutoff and a second delinquent notice is delivered. Any account unpaid by the deadline is disconnected and a $50 reconnect fee and possible deposit is required to turn on service.
Postmarks shall not be considered. Please allow ample time if you are mailing a check or money order. Payments are applied to account(s) when received.
