COVID-19 Response

Finance is currently open with substantial restrictions as defined by Phase 0 (Planning & Implementation) and Phase 1 of the City of Yankton Facilities and Services Plan.  Phase 1 is active case numbers 50+ in the county, upward trend in COVID-19 active cases or a doubling rate lower than 5 days.  This status is also affected by facility risk factors, staffing and or the availability of personal protective equipment.

City Hall’s entry doors are locked and most business is being conducted via technology.

To sign up for utilities, please call the Finance Office 605-668-5241, M-F 8:00 a.m. to 5:00 p.m.  $30 service charge due at the time of connection of service and a form of identification is required.

Payments may be dropped off using the box near the west entry door of City Hall, 416 Walnut Street.  Credit card payments are accepted over the phone.

The Finance Department, located in the southwest corner of the first floor of City Hall, consists of eight employees that perform basically seven essential functions for the City of Yankton.

Utility Billing of water, wastewater, and solid waste involves setting up accounts, billing, collection and maintaining approximately 5,348 customers. All billings are processed internally and mailed on approximately the 19th of each month with a due date of the 10th of the following month. We encourage utility customers to use the automatic bank draft for payment of your water bill. Please sign up in the Finance Office.

All Payments for Utilities, accounts receivable, sales tax, property tax, grants, special assessment and various other departmental revenues are received into the Finance Department for accounting purposes.

Accounts Payable processes all vendor invoices for City departments, submitting a schedule of bills to be approved for payment by the City Commission on the second Monday of each month. Upon Commission approval, checks are printed and released the following Thursday.

Payroll includes approximately 141 full-time with an additional 120 part-time and seasonal employees. All maintenance, reports and records are prepared and retained through the Finance Department.

Data Processing computerizes many operations including utility billing, accounts payable, payroll, financial reporting, inventory, fixed asset tracking and all accounting records, maintaining the latest in technology while assisting other departments with computer hardware/software problems.

Records Management collects, organizes and maintains all official City records such as Commission and board meeting minutes, resolutions, ordinances, grants, and bond documents.

Financial Management is the reporting of budgeted and actual receipts and expenses recorded and tracked with various reports generated for the City Commission and departments. Fund investing, establishing reserve funds, and repaying municipal bonds, are required by South Dakota Codified Law and are also an aspect of financial management.
