The
City Manager’s office employs four persons: the City Manager,
an Administrative Secretary, a Human Resources Assistant, and
the Information Services Manager. The City Manager’s office is
located on second floor of City Hall.
The
City Manager's office serves as the Information Center for the
City. Any citizen who has a concern or question may
contact this office. Please refer to the Directory of Services
page for who to call for specific issues. In addition, the City
Manager’s office prepares the agenda and commission packets
every two weeks for the City Commission meetings. Any person who
has an agenda item for discussion should contact this office
(668-5221) for further information.
The
City Manager, Finance Officer, Department Heads and other
support staff begin preparation for the next year’s fiscal
budget beginning in May of each year. The Five Year Capital
Improvement Plan (CIP) is reviewed as part of the budget
process. Each department develops goals for the year. Budget workshops are then held the third week of
August. The budget ordinance is then adopted at the first
meeting in September. Annually, the City Manager drafts a
budget message
to the Community, Mayor, and City Commission detailing
the upcoming budget year. In addition, the letter
includes budget highlights.

The Yankton City Commission and staff are
actively developing a dynamic strategic plan and goals

The
Human Resources Assistant provides information to all current
employees about benefits and personnel regulations, advertises
and accepts applications for employment, and reviews the
Personnel Rules for compliance with the Fair Labor Standards
Act. All open employment positions are advertised for two weeks
through Job Service and the Press & Dakotan as well as in
