City of Yankton - Finance Department - Utilities

To sign up for City Utilities, you need to stop in the City Finance Office, 416 Walnut, City Hall, Main Floor between 8:00 a.m. and 5:00 p.m., Monday through Friday (excluding holidays).  There is a $25.00 service charge due at the time of connection of service.  A form of identification, such as your driver's license, is required.

 

Water

Rates:

Residential - $13.22 minimum plus $3.41 per thousand gallons in excess of the 2,000 gallon minimum.

Commercial - Minimum charge for two thousand gallons depending on the meter size, plus $3.41 per thousand gallons in excess of the two thousand gallon minimum.

Water meters are read between the 3rd and 12th of each month.  Water is billed monthly on the utility bill with the code W.

Rates for Customers outside City limits:

All water sold by the City of Yankton for either residential or commercial use to any meter location outside the City limits of Yankton shall be at a rate twice that charged for City water users unless otherwise established by the City Commission.  Permission to connect to City water must be obtained prior to connection.  The City of Yankton meets and exceeds all lead and copper regulations.

 

Wastewater (Sewer)

Rates:

Class I Residential - $7.23 monthly fixed charge plus $4.37 per thousand gallons based on a monthly average derived from water consumption during the winter period of December, January, and February (as billed in January, February, and March); or to a maximum of 5,000 gallons when there is no winter base period.  The residential wastewater charge is based on consumption during the winter months to assure lawn watering is not included.

Class II Commercial and Industrial - $7.23 monthly fixed charge plus $4.37 per thousand gallons as billed for water consumption.

Class III Industrial - $7.23 monthly fixed charge, plus $4.37 per thousand gallons as billed for water consumption, plus $0.65/lb. BOD5  surcharge (over 220 mg/1 strength) and $0.231/lb. TSS surcharge (over 250 mg/1 strength).  Said surcharge rates shall be determined based on test monitoring results for the month billed.

Commercial and Industrial customers may have sprinkler systems separately metered to avoid wastewater charges on that usage.

Wastewater is billed monthly on the utility bill with the code S.

 

Solid Waste

Rates:

Class I Residential - $15.22 per month plus tax.

Class II Commercial/Industrial - $15.22 per month per unit plus tax.

Garbage is picked up once a week based on the routes shown on the map.  (Click here for the map.)  If you are unsure of the scheduled garbage pickup day for your residence, contact 668-5241 or 668-5211.  Two 33-gallon containers are picked up per week under the monthly fee.  Garbage containers should be placed out before 7:00 a.m. on the day of scheduled pick up.

The Solid Waste monthly charge is listed on the utility bill with the code SW.

Additional containers will be picked up if a green "Extra Household Garbage" tag is attached. 

These tags can be purchased for $1.50 plus tax at the Finance Department in City Hall or at local grocery stores.

Yard waste and other items not considered normal household waste can be brought to the Yankton Transfer Station, Monday - Saturday, 8:00 a.m. - 3:45 p.m. (excluding holidays).

Recycling:

Recyclable materials are picked up every other week on the same day as your garbage as part of the residential garbage collection. There is no separate fee for recycling.  Refer to the River City Recycle sticker and calendar or call 668-5241 or 668-5211 for further details.

 

Billing

Bills are mailed on the 19th of every month and are due on or before the 10th of the following month.  On the 11th, unpaid bills are assessed a late fee of $10.00 and notices are sent to the account holder. 

If the first notice is ignored, an additional $10.00 late fee is imposed three working days prior to the scheduled date of shutoff and a second delinquent notice is delivered.  Any account unpaid by the deadline is disconnected.  Payments should be mailed to:

Payments may also be brought to the Finance Department, 416 Walnut Street, 8:00 a.m.-5:00 p.m., Monday - Friday.  A drop box is available at the Walnut Street entrance to City Hall for after-hours payment.  For your convenience, automatic bank payment is also available.
