This plan is an update of the Pre-Disaster Mitigation Plan that was produced for Yankton County in 2003-04. The plan was developed to prevent or reduce the cost incurred by businesses, property owners, and governmental entities from disasters that may occur in Yankton County. The plan identifies and analyzes the hazards that occur in the county, and proposes a mitigation strategy to minimize future damage caused by those hazards. The document will serve as a strategic planning tool for use by the county in its efforts to mitigate against future disaster events.

This is a multi-jurisdictional plan. The following jurisdictions participated in the plan’s development by having a representative attend at least one of the planning meetings that were held as the plan was being developed. Each of the jurisdictions also participated in the development of the previous plan:

• Yankton County
• Town of Gayville
• Town of Lesterville
• Town of Utica
• City of Yankton

The Bon Homme Yankton Electric Association, which provides electric power to many rural county residents, also participated in the plan. The cooperative participated in the planning process by having a representative attend planning team meetings, by providing information about damage caused by past hazard events to their infrastructure, and by submitting a list of projects they would like to pursue.

The Towns of Mission Hill and Volin did not participate in the development of this plan. They were represented by Yankton County in the planning process.
